Basis and Purpose:Recognition and enhancement
of the value of the amateur service to the public as a voluntary noncommercial
communication service, particularly with respect to providing emergency
communications.
Amateur radio operators are strongly encouraged to obtain emergency communicaitons
(EmComm) training. A fundimental understanding of the Department of Homeland Security (DHS) /
Federal Emergency Management (FEMA) coordinated mission with regard to emergency communications
will provide you with a solid foundation upon which to build your EmComm knowledge and skills.
Key to obtaining a fundimental understanding is satisfactorily completing the Independent Study Program
courses IS-100, IS-200, IS-700 and IS-800. (See FEMA Independent Study Program links below.)
One of the best ways to obtain EmComm training, gain experience, and improve your
EmComm skills is to become a member of the Amateur Radio Emergency Service (ARES). To learn more about
ARES please read the American Radio Relay League's Public Service Comnmunications Manual.
